Francis John Balducci, 60, of Baldwin, New York entered into heaven into the loving arms of his dear Lord and Savior, Jesus Christ on Friday, July 11, 2025. Frank, as he was known by his loved ones, was a loving father, brother, uncle and friend. He was an author of fiction and satire, a retired NYPD officer and criminal justice professor. He was born in Bayside, New York, in 1964. As the youngest of five children, he grew up in a Roman Catholic family in Hollywood, Florida, and then later, in Astoria, New York. He was the son of the late New York City firefighter Dominick Balducci and Jennie Consolo. Frank was a graduate of the High School of Art and Design in 1983 and of John Jay College of Criminal Justice in 1994 (Bachelor of Science in Criminal Justice), 2004 (Master of Arts in Criminal Justice), and 2008 (Master of Public Administration). He served as a police officer in New York City from 1986 to 2006. During his first nine years of service, he patrolled the South Bronx and served as a member of the commander's core staff. In 1995 he accepted a position as an instructor in the Police Academy. While assigned there, he served as an instructor of law & ethics for five years. After becoming a senior instructor, he accepted the prestigious position as the Law Department's Curriculum Coordinator. His function involved the writing and developing of legal training modules for all police officers and civilian members. Following this appointment Frank served as the Police Academy's Special Project's Coordinator for eight years. He later worked in the Office of the Deputy Police Commissioner for Management and Budget, serving as the training coordinator, and lastly with Criminal Justice Bureau, where he held the position of senior department analyst within the Research and Planning Section until his retirement. After retiring from the NYPD, Frank turned his passion for justice into a second career as a criminal justice professor. He taught as an adjunct professor of criminology for the City University of New York through 2017, where he was admired by students and faculty for his real-world experience, thought-provoking lectures, and tireless mentorship. His classes bridged academic theory to real world practice, helping students understand not just the law, but the human stories behind it. In 2012, Frank took some time off from teaching and turned his focus to being a devoted father. He was blessed with his only son Robert Francis Henning Balducci in September 2012. He was fully dedicated to his new role in life as a stay-at-home dad. As Robbi grew and became a vibrant young boy, Frank had said that “it did not take long for me to realize five years ago that I have truly accomplished nothing until the day I became a dad”. During his role as a father, Frank used what little free time he had left in the evening to pursue a long dream of writing fiction novels. He was self-published and his writings included Seven Oaks (2013), Dark Moon (2014), Bury My Heart at Jones Beach (2014), Rancorous (2014) and A Room Full of Strangers (2018). Frank was also a playwriter and his plays included "The Strange Matter of Bevin Firetog" (1995), "Braving Ulysses" (1995), "A Very Thespian Ghost" (1996), "A Mother's Love" (1996), "Ascension" (1997), and "One Happy Marriage and Other War Stories" (1998). Francis will be remembered not only as a skilled officer, dedicated teacher and author, but as a devoted father, loyal friend, and mentor. He is survived by his son, siblings, nephews, circle of friends, former students, and colleagues who will miss his wisdom, humility and humor and who will carry forward his legacy of love and strength. He found joy in his professional career, parenthood, expressing his creativity through his art and writings, and lived each day with purpose and grace.
